We start to build our crew with the best and brightest of all the available people. They are committed, bright, energetic and willing to do what ever it takes to succeed. Unfortunately the only tools they have are a screw driver and a pair of pliers. It does not matter how well these people can do their job, we have no chance of succeeding. Their lack of technology impedes their ability to do the best, quickest job we can.

To
illustrate, think of a product development team as a pit crew in an Indy car
race. Our job is to service our race car as quickly as possible so our driver
can get back into the race. Not only do we need to do it quickly, but it has
to be done correctly or our driver will be back in the pit too soon or may
even break down. 
Realizing this, we
outfit our pit crew with all of the latest equipment available to pit crews,
no expenses spared. But we are still taking too much time because of our
process. We have decided it is simplest to do everything in series. We will
tighten every lug nut before we begin to pump fuel. We have the best people
and the best technology but our process does not take full advantage of their
skills and capabilities. 
Again, we realize our
mistake and we decided to research how all the other pit crews are doing
their job and pick the best of each process to form our own, superior
process. Now we have the best people, working with the latest technology and
using the latest processes. That is how we get our driver back in the race.
